Russian Fuel Union

Noncommercial organization “Russian Fuel Union” (RFU) was established in Moscow in October 1998. The members of RFU are the noncommercial unions and associations established by the petroleum market participants representing various regions of Russian Federation and fulfilling activities in the sphere of fuel supply, construction and operation of fuel filling stations.

The Union is considered by its participants as the organizational mechanism capable consistently to conduct policies on establishment and improvement of conditions required for productive operation of the companies, related to fuel and energy complex of Russia. Perspective trends of Union activities are following:

• Development of interregional economic relations between the participants of the petroleum market;
• Introduction of modern technologies in the production process;
• Support of the environmental programs;
• Participation in lawmaking activities directed on securing the interests of Russian and foreign investors;
• Security of the market from monopolistic tendencies.
• Support of small and middle business in the sphere of fuel supplies;
• Maintaining the supply and demand balance for petroleum products on the internal market;
• Improving the tax system, which regulates the activities of fuel and energy complex (FEC).

Presently structure of RFU includes 25 regional petroleum associations of Russia. The meetings Board of Directors of RFU held in 1999 - 2000 have accepted the “Code of honour for the petroleum market participants of Russia”. This “Code” represents the set of rules, principles and obligations, which the members of RFU are obliged to abide by in their production-commercial activities. These board meetings have also developed the basic policies for activities of the Russian Fuel Union in the following years.

One of major directions in the activities of Russian Fuel Union is improvement of the legislation, which regulates the development of Russian fuel and energy complex. The representatives of the Russian Fuel Union directly participate as the experts in the work of President’s Administration and Russian Federal Government, in meetings of conciliation committees, State Duma committees, Federal Assembly of Russian Federation, in the interdepartmental state committees and executive boards of state authority of the subjects of Russian Federation concerning the functioning and improvement of FEC.

Mr. Borisov Sergey Renatovich is the president of the Russian Fuel Union from the moment of its establishment, he also acts as the President of “Hermes-Moscow” OJSC and Moscow Fuel Association.

RFU is interested in establishing business relations with organizations and companies in Russia and abroad in the areas of mutual interests for all parties involved.
